Bridge Street Corridor Integrated Stormwater Management

July 27, 2011

The comprehensive planning analysis for development in the Bridge Street Corridor (Corridor) into an area of dense, mixed use developments combining walkable/bikeable communities with retail, commercial and residential uses merged into one cohesive area offers the City of Dublin (City) an unparalleled opportunity to integrate stormwater management into the very fabric of the area. Innovation and creativity will be key to the management of stormwater within the Corridor that will allow for the dense land use proposed, as well as provide multi-use areas that will be amenities to the residents of the corridor and the community as a whole.

CDM was tasked with assisting the City and members of the Bridge Street Corridor team with identifying the opportunities for integrating stormwater management into the Corridor as an asset that can enhance the development effort versus simply a functional afterthought. This entailed exploring more sustainable non-traditional stormwater best management practices and confirming that sufficient space is available for these types of practices within the corridor that would meet the applicable requirements of the Ohio Environmental Protection Agency (OEPA) for water quality as well as the City's requirement for water quantity control. The evaluation of the requirements for stormwater management within the Corridor also included recommendations to the City for possible revisions to the current regulations to foster innovation and creative use of stormwater management within the area.

Bridge Street Corridor Water Distribution System Analysis Findings

July 27, 2011

The purpose of the water distribution system study completed by EMH&T was to determine if the existing water distribution systm - including main water lines and water tower capacity - is sufficient to service the future redevelopment of the Bridge Street Corridor. The model looked at the existing water distribution system and factored in the general land uses and densities proposed with the Bridge Street Corridor Vision Plan to understand whether the existing system can support the long-term redevelopment of the corridor, and if not, what improvements would be necessary.

Because the City of Dublin has made strategic improvements to the water system throughout the years with road improvements and other important development areas including the Historic District, the existing system is able to provide adequate water service and fire flow to support the build-out conditions of the Bridge Street Corridor. Any areas that have been identified as unable to provide the desired levels of service (while maintaining the minimum standards) are expected to be improved as future development occurs.

The Study

The Bridge Street Corridor Study represents an exciting opportunity for the community to contribute their ideas to the creation of a vision that will shape future development of the City’s central core. This study will involve a market-based approach to:

  • Building on the strong character of Historic Dublin;

  • Studying opportunities for additional high-value commercial, hospitality, retail and residential and mixed-use development;

  • Developing new and sustainable futures for distressed retail centers;

  • Expanding access to public places for gathering and recreation;

  • Ensuring the long-term sustainability of Dublin from social, economic and environmental perspectives; and,

  • Looking closely at changing demographic and housing trends impacting our community, examining the emerging housing preferences of our future workforce, and studying the growing trend toward the creation of mixed-use, walkable environments in suburban communities around the country.   

To lead this effort, the City has retained the services of Goody Clancy & Associates, an award-winning, Boston-based firm with extensive expertise in urban planning, historic preservation and development.  When Terry Foegler was President of Campus Partners for Community Urban Redevelopment, he worked with Goody Clancy representatives on the High Street Visioning Study for that area of The Ohio State University. Goody Clancy was also one of the consultants who assisted with the preparation of Dublin’s first Economic Development Strategy in the early 1990s.

Goody Clancy has begun interviewing stakeholders in the community and will be seeking ideas and input from the public later this summer and fall. Goody Clancy is also thoroughly reviewing all of the previous plans, studies, proposals and other planning efforts the City has undertaken and will incorporate relevant components into the Bridge Street Corridor Study.
