NFPA 70 – National Electric Code
An electrical permit is required for any and all premises wiring regardless of the project cost, this includes; interior and exterior wiring, power, lighting, control, and signal circuit wiring together with all of their associated hardware, fittings, and wiring devices, both permanently and temporarily installed, that extends from the service point of utility conductors or source of a separately derived system to the outlet(s). Such wiring does not include wiring internal to appliances, fixtures, motors, controllers, motor control centers, and similar equipment.
An electrical permit is not required for:

Minor repair work, including the replacement of lamps or the connection of approved portable electric equipment to approved permanently installed receptacles.

Electrical equipment used for radio and television transmissions except equipment and wiring for power supply, and the installation of towers and antennas.

The installation of temporary systems required for the testing or servicing of electrical equipment or apparatus.

Electrical wiring devices, appliances, apparatus or equipment operating at less than twenty-five volts and not capable of supplying more than fifty watts of energy, unless specifically addressed in this code.
- Process equipment and the associated wiring on the load side of the power disconnect to the equipment.
