US 33 / SR 161 Post Rd Interchange Improvements

The Industrial Parkway Improvement Project, at a projected cost of a little more than $10.35 million, will consist of the relocation of state Route 161, also known as Post Road, between Eiterman Road, and just east of Cosgray Road, providing a four-lane divided highway with a 16-ft. wide raised median, and relocation of Industrial Parkway 1,000 feet to the west at a new intersection with state Route 161, according to information from the city and from Ohio Rep. John Patrick Carney's office.

To continue the City’s tradition of smart growth based on solid fiscal management, the City has committed to reconstructing the US 33/SR 161/Post Road interchange. The reconstruction will provide upgrades to the interchange that will allow it to safely and effectively handle the projected traffic volumes in the area for the next twenty five years. These improvements will facilitate traffic to the economic development opportunities coming with the implementation of the Central Ohio Innovation Center and the opening of the Dublin Methodist Hospital.
City staff has been diligently working with the Ohio Department of Transportation since October of 2005 on these improvements. Work has included interchange modification studies, environmental studies, right-of-way surveys, engineering design, and construction drawing creation. In September 2006, ODOT approved the study that will allow modern roundabouts to provide intersection control at the end of the off-ramps from US 33.
Other projects needed to accomplish this reconstruction include relocating Industrial Parkway, relocation of Liggett Road, improvements to Hyland-Croy Road, and elimination of the Post Preserve Boulevard and Post Road intersection. Construction is complete on the relocation of Liggett Road. Relocation of Industrial Parkway and partial widening of SR 161 is planned to commence in the spring of 2009. The interchange reconstruction work is anticipated to start with private utility relocations this fall and full activity to start in the spring of 2008 and all work will be completed by summer of 2012. Private utility relocations will be on-going and are starting this fall.
These projects represent the single-largest project in the current 5-year Capital Improvements Program. The estimated $50 million dollars is the single-largest amount of money Dublin has ever dedicated to a single capital project, but the return on this investment to the community will be important to the City’s continued financial stability.

At this meeting, the design consultants will present the roadway alignment for the connection of Stillhouse and Springview Lanes to Hyland-Croy Road. Also, input will be gathered regarding the landscaping and aesthetic features at the new entrance.

Access Modification
The Post Preserve subdivision residents were actively involved in the decision-making process to mitigate the impact to the neighborhood entrance. Several public meetings were held during 2006 and culminated in a decision by City Council to provide access to this neighborhood via Alternative 1B (shown below) with the expectation that the same quality at the existing entrance will be reflected in the new one.
