Overview

Twelve areas of the City have been identified that do not have access to public water and/or sewer lines. Dublin City Council considers the City funded extension of public water and sewer lines to residents currently without such services every fall during budget review. In 2004, in order to gauge the level of interest among residents to have this service provided, the City surveyed all affected residents. Based on input gathered from residents in these areas, Council is able to make informed decisions regarding timing, costs and funding options for extending main lines.
During budget review in 2004, Council decided to design and construct the extension of water and sanitary mains to the Indian Run Subdivision in 2005.  During budget review in 2005, it was determined funds were not available for a project to be designed and constructed in 2006.  This budget will be reviewed again during budgeting in the fall of 2006.

Cost Assumptions for Property Owners

While the City is considering funding the extension of the main lines in the twelve areas, individual property owners would be responsible for extending a service line from the main line to the property connection point.
To any street where a main line is extended, connection to the main line by individual property owners will be mandatory. Only under extreme circumstances would the City not require the connection be made.
Please consider the following costs that would be included as your expense to connect from the main line to your home. Once again, please bear in mind that this connection will be mandatory if the City extends the lines to your street and that you will be entirely responsible for the following costs.

Water

One-Time Fees (based on current 2006 rates and ¾” service)

Line Extension (from main water line to the property connection point). On average, a cost of $18.00/foot can be assumed for a water line extension. In cases where rock is present, a higher cost per foot would need to be estimated. In order to calculate this portion of the cost, you will need to measure the distance from the edge of the roadway to the point where the line would enter your home. Make allowances for any obstructions the line would need to negotiate such as trees, garages, wells, etc.

Sewer

One-Time Fees (based on current 2006 rates and a ¾” water service)

Line Extension On average a cost of $28.00/foot can be assumed for a sewer line extension. In cases where rock is present, a higher cost per foot would need to be estimated. In order to calculate this portion of the cost, you will need to measure the distance from the edge of the roadway to the point where the line would enter your home. Quarterly Water and Sewer Bills

The City of Columbus mails water and sewer bills on a quarterly basis. Bills include a monthly service charge, a Dublin surcharge and a charge for usage based on consumption for both water and sewer. Cost Examples

A hypothetical situation, here is an example of what a property owner might expect to pay for service line connections and tap fees (assuming current rates).

Assumptions:

Cost for Water Line Extension:

150 feet x $18.00/foot = $2,700.00
Total of tap fees and meter fee = $3,940.00
Total cost to connect = $6,640.00

Cost for Sewer Line Extension:

150 feet x $28.00/foot = $4,200.00
Total of tap fees and inspection fee = $4,954.00
Total cost to connect = $9,154.00

Costs to be Paid for by the City of Dublin

If extensions of water and sewer lines are made in all twelve identified areas, and the City would decide to fund these extensions in full, this would total an investment of more than $17,400,000 for the City. In most communities, these infrastructure costs are paid for by the property owners through an assessment over a 15-20 year timeframe.

Mandatory Connections

Please keep in mind that should water or sewer lines at some point in time be extended to your street, all property owners will be required to connect to the line within 90 days. Only under extreme circumstances would the City not require the connection be made.
