Columbia Gas of Ohio
For more than 30 years, Columbia Gas of Ohio has filed a Gas Cost Recovery (GCR) commodity rate with the Public Utilities Commission of Ohio (PUCO). The GCR, adjusted monthly, reflects the cost that Columbia Gas pays for natural gas on the wholesale market and the costs of transmission and storage, plus or minus adjustments for past over- and under-collections.
As the result of an agreement among Columbia Gas, the Office of the Ohio Consumers’ Counsel, low-income customer advocates, marketers and other parties, Columbia Gas will hold a PUCO-supervised auction in which natural gas marketing companies will bid on the right to supply gas to Columbia. The company would purchase the gas from these suppliers and then re-sell it to customers at the auction-set price. The new price would be based upon current New York Mercantile Exchange (NYMEX) pricing, plus a to-be-determined retail price adjustment.
On April 1, 2010, the company’s GCR adjustment will be replaced by the Standard Service Offer (SSO). Columbia’s GCR customers will see this new term on their bills, but nothing else will change.
The SSO rate will be adjusted each month based on the market price for natural gas, plus the retail price adjustment as determined annually by the auction. Columbia Gas will continue to be prohibited by state law from earning a profit on gas sales to its retail customers, just as it is today under the GCR system.
The change does not affect customers who purchase their gas from a third-party marketer through the Customer CHOICEsm Program. Additionally, Columbia Gas will still maintain its pipeline system, respond to emergencies, read meters, offer payment plans, issue bills and answer customer calls, and will ensure that gas supplies are maintained in the event of a marketer default.

Utilities
While the City serves as a liaison between residents and utility service providers, it's important that residents understand that the City has no governing authority over Dublin residents' electric services
In the event of a power outage, residents are encouraged to contact AEP directly via the customer service number, 800-277-2177, to help ensure the issue is resolved in an efficient manner. AEP is able to enter your call into a tracking system that will help them determine the extent and nature of an electrical problem.
Dublin receives electric distribution by two other providers as well. If your provider is Ohio Edison/First Energy, call 888-544-4877 in the case of a power outage. Union Rural Electric customers may call 800-642-1826.
So, when should residents call the City of Dublin? Call the Dublin Police non-emergency number, 614-889-1112, only for the following:

Power Outages
All customers experiencing a power outage are asked to contact AEP via the customer service number or the AEP website. In both cases, you are automatically entered into a tracking system enabling AEP to determine the extent and nature of an electrical problem. Power Outages

Simply follow the pre-recorded prompts, and you’ll provide us with the information we need to assess the extent of the outage and get the power back on as soon as possible. Power Outages
In the event of a power outage, check your own breakers and observe whether your neighbors have power before calling 800-642-1826. Our 24-hour member services staff will take your report in conjunction with our automated system. We encourage all members to call—your information assists us with isolating and identifying the source of the outage. At the time of your report, you also may ask for a return call when we have restored the outage as insurance in case your outage is not part of a larger system problem.

The Union Rural Electric (URE) web-site provides the same services 24-hours-a-day that members would receive in the office. You may sign up for service, check account information, pay bills, report problems with service, and request additional services. Communication with our member-owners is critical as a cooperative, so our web site also includes news about our operations. There is information on the benefits of the cooperative difference and your rights and responsibilities as an owner.
Identification
All URE employees carry photo identification and are happy to provide it when asked. On occasion it is necessary for contractors to contact you on behalf of URE. They will have identification and written instruction from the Cooperative to present when they introduce themselves.
Changes to Service Requirements
Please call your electric utility’s customer service if you are planning to make significant changes in the amount of electricity you use. This is particularly important for businesses that will be expanding because we may need to install additional equipment to service your increased needs. Please notify us about the following changes: service increases, construction, relocation of electric facilities and replacing main switches.
