Forms and Fees

Changes are currently being made to the ARB, BZA, and PZC development application forms and submission requirements. Please check the Land Use and Long Range Planning section of the City of Dublin’s website or contact us for information about the new applications.

You can find the current application forms and fee requirements for various zoning approvals and permits on this page. Other forms commonly used in Land Use and Long Range Planning will be posted when available.

Application Procedures

Appointments for application submittal are required on the day applications are due (please see meeting schedule). Appointments with a planner will be scheduled in 30-minute intervals between 9 a.m. and 4 p.m.

Incomplete applications will not be processed and will be returned to the applicant or its agent.

Applications for the Board of Zoning Appeals and Architectural Review Board are presented to the boards during the third week of the month in which the application is submitted.

Every effort will be made to ensure that applications to the Planning and Zoning Commission are presented to the commission during the month following receipt of the application. However, we cannot guarantee a hearing date for Planning and Zoning Commission applications as cases are scheduled based upon our receipt of revised plans that incorporate review comments.

Applications

Planning and Zoning Commission Applications:

Conditional Use (2007)

A conditional use application is needed because these uses more intensely affect the surrounding area in which they are located, as determined by each zoning district. Such uses in many districts include outdoor service facilities, auto-oriented commercial facilities, and outdoor dining areas.

Corridor Development District (2007)

Corridor Development District Signage (2007)

These applications are needed when construction or alteration of a site and/or signage within the Corridor Development District is requested. The Corridor Development District is an overlay district that ensures that existing and anticipated corridor land uses and traffic improvements will be developed in a manner that protects the health and safety of residents and maintains the image of the City as a quality community.

Rezoning (2007)

A rezoning application is needed to change the zoning classification of a property, which may include different permitted and conditional uses, and development standards. See also Preliminary Plat and/or Preliminary Development Plan.

Planned District (PD):

Amended Final Development Plan (2007)

This application is necessary to make a minor revision to the existing text or layout.

Concept Plan (2007)

The concept plan application is the first step of the PD approval process. It is intended to inform the applicant if the general concept appears to be appropriate and worthy of further consideration.

Preliminary Development Plan (2007)

The preliminary development plan (rezoning) application is the second step in the PD approval process. It is legally binding and runs with the land. The preliminary development plan establishes the permitted uses, density, development standards, and general layout of the site.

Final Development Plan (2007)

The final development plan application is the last step in the PD approval process, and is the most detailed and refined. The Commission determines whether or not the proposal is consistent with the approved preliminary development plan.

Board of Zoning Appeals Applications (BZA):

Variance (2007)

A variance application is needed when some aspect of proposed development does not meet all standards of the Code. Variances are rarely granted, and to be approved, they must meet stringent hardship or practical difficulty standards.

Special Permit (2007)

A special permit application is needed for a variety of uses including model homes, temporary structures such as portable classrooms or heliports. Special permits are often temporary in nature, and must meet specific criteria to be approved.

Administrative Appeal (2007)

Appeals to the BZA may be taken by any person aggrieved by a decision of the Administrative Zoning Officer.

Building Appeals

The duties of the BZA have recently been expanded to include hearing requests for variances from the requirements of the Building Code or the Property Maintenance Code. Common requests include electrical access for garden tubs, stair tread heights, basement ceiling heights, and placement of electrical outlets in kitchens. Requests for Administrative Appeal from the provisions of these Code requirements will also now be heard by the BZA.

Architectural Review Board Application (ARB):

This application is needed to request a review of exterior architectural and/or site modifications if the property is located within Historic Dublin.

Plat:

Preliminary Plat or Final Plat (2007)

The Preliminary Plat application is needed to present the configuration of lots in a subdivision or to finalize placement of public streets.

Minor Subdivision Application (2007) - Minor Subdivision (Lot Split Procedures)

This application is necessary when a property owner wishes to subdivide their property to create "buildable lots."

Amusement License

Architectural Appeal Application

This application can be submitted as an appeal to a denied building permit if the denial was a result of the proposed building model not meeting architectural diversity requirements.

Barricade

A barricade permit allows residents having a block party to request barricades for neighborhood block parties.

Certificate of Zoning Plan Approval (patios)

The Certificate of Zoning Plan Approval (CZPA) is used for all types of patios, storage sheds less than 200 square feet, pergolas or trellises less than 200 square feet, relocation of air conditioning units and any type of driveway configuration modifications.

In order to apply and obtain approval for a CZPA, the applicant must include a full site plan that is drawn to an engineer's scale (i.e. - 1" = 20'), showing and labeling all property lines, building lines, easements, no build zones, etc. All existing structures need to be shown on the site, with the proposed work dimensioned and labeled, with the distances from the proposed work to all property lines shown and labeled.

The approximate turnaround time for an Certificate of Zoning Plan Approval is from one to two weeks. The applicant will be notified by telephone upon completion of the review. The residential fee is $60.00, to be paid by either cash or check at the time that the approved CZPA is picked up.

Fence

A fence permit is required prior to installation of any type of fence within commercial or residential districts within the City of Dublin.

Garage Sale

A garage sale permit allows the sale of goods in residential-zoned districts for a set time period not to exceed three days. Guidelines.

Home Occupation

A home occupation permit allows a home-based business in a residential-zoned area within set parameters.

Peddler/Solicitor

A peddler/solicitor permit is needed to solicit funds or sale items door-to-door in residential districts.

Charitable/Group Fund Raising

A charitable/group fund raising permit is required for door-to-door solicitation within the City of Dublin.

Right-of-Way Solicitation

A right-of-way solicitation permit allows solicitation by charitable organizations from public right-of-way.

Seasonal Business

A seasonal business permit is needed for temporary sale of seasonal items not to exceed 40 days annually.

Sign Permit, Permanent

A permanent sign permit is issued for permanent signs.

Sign Permit, Temporary

A temporary sign permit is issued for signs temporary in nature not to exceed one year. Such signs include temporary development signs, commercial for sale or lease, grand opening banners, and special event signage.

Tree Removal

A tree removal permit is needed prior to removal of any protected tree with the exception of trees on privately owned residential property, which are not located in no-disturb zones.
