Central Ohio Innovation Corridor (COIC) Development

As part of efforts to promote the Central Ohio Innovation Corridor as an employment core with available sites for businesses of all types and sizes, a comprehensive web portal is under development to provide a one-stop location for development information relating to the Corridor.  The portal will provide:

  • General information regarding the COIC and Dublin as a preferred development location
  • Applicable area plans and planning processes/projects
  • Engineering and applicable capital projects
  • Available and planned infrastructure
  • Property searches and resources to identify development opportunities
  • Development regulations and other regulatory requirements
  • Potential economic development incentives and opportunities
  • Information about Dublin’s efforts to promote entrepreneurism and the growth of research and technology companies  

 

Economic Advancement Zone (EAZ) Plan

Building upon the 2007 Dublin Community Plan and past planning efforts for the Central Ohio Innovation Corridor (COIC), the Economic Advancement Zone Plan includes a significant property owner and community input process that will provide greater direction for future development along the western edge of the City.  As a portion of the COIC specifically targeted for “speed to build,” the EAZ Plan will address the following key areas:

  • Provide greater clarity as to future land use patterns and character elements;
  • Modify applicable zoning regulations to align with planning vision for the area;
  • Include the zoning of land to facilitate administrative approval of future development requests;
  • Focus future public improvements in a targeted and comprehensive fashion; and
  • Provide direct implementation recommendations regarding public infrastructure and economic development incentives.

Historic Dublin Parking Study

As part of a comprehensive Parking Demand Study in Historic Dublin, the Long Range Planning Team is collaborating with Rich and Associates, one of the nation’s premier professional parking consultants, to fully assess parking demand and supply needs.  The results of the study will be used to develop specific policy and implementation recommendations to address the future parking needs of the District. 

 

Modifying Dublin’s zoning districts to meet changing demands

Great change has occurred since 1970 when Dublin was a small village of less than 700 people.  In only 40 years, the city has grown to more than 41,000 residents, and Dublin has become an internationally-recognized suburb in Central Ohio.  Much like Dublin’s great change, technology and the way we do business has also evolved.  In contrast, however, the City’s industrial zoning districts have remained largely unchanged since that time. Yield Analyses & Property Evaluations

To assist Engineering and Legal Counsel in the acquisition of rights-of-way for publicly-funded thoroughfare improvements, the Long Range Team provides necessary planning evaluation and appraisal support for pending acquisitions.  Utilizing the Dublin Community Plan, other adopted plans and existing codes and standards, properties are evaluated to determine potential development capacity and the level of impact created by rights-of-way acquisition.

 

Business Attraction/Economic Development Support

As part of Dublin’s efforts to expand its employment base, the Long Range Team works with Economic Development to promote Dublin as a desirable place to locate businesses.  Support includes identifying appropriate sites for potential business leads, mapping support for economic development proposals/packages, and the development of conceptual designs, sketches and site plans to promote available Dublin sites.

 


Long Range Planning Upcoming Projects:

Blazer Research District Plan

As a component of the Central Ohio Innovation Corridor, the Blazer Research Plan will study future development options for commercial areas east of I-270 and south of Metro Center.  Already the location of Ashland Chemical and Nationwide Insurance, the area is home to many research and office facilities.  The planning process will look at the future character of the area, provide further direction as to future development types and uses and will consider proposed Zoning Code modifications to implement the vision of the adopted Plan.

 

Metro Center Intensification Plan

As Dublin’s first major interstate office park development, Metro Center has been an important component of the City’s employment base.  Providing a wide range of office spaces, the development is centrally located along the City’s major development spine at I-270 and US 33/SR 161.  Planning efforts for the Center will consider the following major objectives:

  • Fostering the promotion of the Center’s integral office environment as part of the larger Innovation Corridor meeting the needs of specific business sectors;
  • Considering future planning techniques and use/intensity levels that will maintain the Center’s viability and attractiveness as a visible corporate node along I-270;
  • Contemplating additional development opportunities that can enhance amenities for the employment sector and general pedestrian needs; and
  • Determining planning and economic development strategies that will assist the private-sector in maintaining Metro Center as an identifiable and successful office environment.

 

Union County Comprehensive Plan

Not updated since 1999, officials from the Logan-Union-Champaign (LUC) Regional Planning Commission are working with Union County Officials and associated political jurisdictions to modernize plans and address changing development conditions.   The Long Range Team will be providing comprehensive land use assistance through the provision of modeling information and general policy assistance as part of the planning process through the Land Use Working Group.

 

Muirfield Square Redevelopment Plan

As Dublin becomes a more mature community, older areas of the city such as Muirfield Square will be challenged with maintenance and redevelopment issues.  Recent development applications and inquiries in and around Muirfield Square have brought into question the future character of this visible area.  Based on resident requests, the planning process will include a significant public input component to identify neighborhood desires and future development options for the area that will meet changing community needs.
